MESA COUNTY REQUEST FOR PROPOSAL #DEF-60-09
MESA COUNTY SOLID WASTE MANAGEMENT
LANDFILL GAS - CARBON CREDIT MARKETING SERVICES

The Board of County Commissioners of the County of Mesa, Colorado by and through its Purchasing Agent, on behalf of Mesa County Solid Waste Management is accepting proposals for the purpose of identifying a consultant or consultants qualified and interested in providing marketing services for greenhouse gas reduction credits soon to be made available with the Gas Collection and Control System which will soon be operational at the Mesa County Landfill, 3071 Highway 50, Grand Junction, CO 81503. The exact requirements are specified in this Request for Proposal (RFP) document number DEF-60-09. An optional pre-proposal meeting is scheduled at 12:30 PM Friday, January 20, 2010.

Proposals must be submitted by providing a response in accordance with the terms and conditions and the statement of work, placed in a sealed envelope bearing the return address of the bidder, and clearly marked "Response to RFP-DEF-60-09; Proposal for Landfill Gas Carbon Credit Marketing System Services". Proposals must be received at the Mesa County Purchasing Division, P.O. Box, 20000, Grand Junction, CO 81502-5036 or dropped off at 544 Rood Avenue, Grand Junction, CO 81501 NO LATER THAN 2:00 P.M. February 16,2010. The most responsible proposal or proposals will be determined by criteria determined essential to Mesa County. The criteria are not limited to the lowest price. Mesa County reserves the right to reject . all proposals, reject portions of any proposal, or accept the proposal or proposals deemed most advantageous to Mesa County. Mesa County also reserves the right to cancel this RFP at any time without disclosing the reasons for such cancellation, All proposals received are subject to negotiation prior to any contract award.

This Request for Proposal is not a commitment to purchase, and any expenditures experienced by the Bidder in preparation and submission of the proposal shall not be reimbursed by Mesa County; nor does Mesa County obligate itself with any action taken or cost incurred by Bidder in responding to this Request for Proposal.

This RFP will be non-exclusive. Mesa County reserves the right to purchase any goods or services from other vendors.
