  • Have you ever wondered what is the difference between a Board of County Commissioners (BoCC) Public Hearing, Briefing, Meeting and Executive Session?

  •  Briefing

    Information from Mesa County staff, usually updates, research or reports.  May include ‘pre-hearing’ information to familiarize the Commissioners with details of items that will be considered for formal action at an upcoming Monday administrative hearing.  Staff may receive direction in preparation for a formal decision.  No formal action is taken; no minutes are taken.

     Executive Session

    Upon public notice and citation of statute and legal basis for the executive session, and upon vote, discussion may occur outside of public forum on specific matters.  Ex. personnel matters, instruction to negotiators, attorney client conferences CRS 24-6-402(4).  Executive sessions are electronically recorded.  The public may not observe executive session but may be present until the vote occurs to adjourn to executive session.

     Hearing

    Public meeting, usually Monday or Tuesday, at which the Board of Commissioners acts in a quasi-judicial capacity by taking formal action on a matter relating to a specific person or property. These items are publicly noticed and prepared for consideration of the Board of Commissioners. Minutes are taken by the Clerk & Recorder. Hearing agendas and supporting documents are available prior to hearing at http://www.mesacounty.us/BoCCagendas/

     Meeting

    Public meeting, usually Monday or Tuesday, at which the Board of Commissioners receives information or reports, and it may take formal action on items in a legislative capacity. Minutes for action items are taken by the Clerk & Recorder. Meeting agendas and supporting documents are available prior to the meeting at http://www.mesacounty.us/BoCCagendas/.
