JOB SUMMARY:

 

The Environmental Health Specialist III Air Quality Program Coordinator (AQPC) position can be discriminated from the EHS I and EHS II positions by having responsibility for coordination of the Air Quality Program.  The basic work of the EHS III AQPC is to  perform Air Quality Program  duties including: ensuring that requirements of  the Local Agency Air contract is met during contract periods; operating and maintaining an air monitoring network; administering the open burning, seasonal pollen level and Western Slope Air Watch advisory programs; maintaining an inventory of air pollution sources in Mesa County; acting in the role of Technical Secretary for the Grand Valley Air Quality Planning Committee; site inspection, complaint response and surveillance, field sampling and  testing in a professional and technical manner; potential air pollution source plan review and report preparation, technical drawing, and written documentation; policies, practices and techniques; enforcing Environmental Health Division rules and regulations; and providing relevant air quality related instruction and information to the public.  In addition, the program coordinator is responsible for overseeing and ensuring consistency of the daily activities and operation of the Air  Quality Program.

 

ESSENTIAL JOB FUNCTIONS:

Ensuring that conditions and requirements of  the Local Agency Air Contract are met during contract periods

 

Operating and maintaining an air monitoring network for contract designated air monitoring equipment, ensuring that they are operated and maintained according to instruction of the APCD/Contractor, filter pads changed/log sheets completed and submitted to the state in accordance with the schedule provided.

 

Acting in the role of Technical Secretary for the Grand Valley Air Quality Planning Committee

 

(GVAQPC) ensuring that duties are fulfilled, meeting minutes kept, agendas prepared and sent  out in a timely manner, and all necessary administrative functions are routinely completed.

Conducting special projects  in support of the GVAQPC and as  designated under the Local Agency Air Contract, seeing that they are completed as assigned: assembling air quality presentations, disseminating information, preparing technical reports, facilitating community meetings, etc.

 

Seasonal pollen level measurements are made through operation and maintenance of pollen counting equipment throughout the pollen season (March 1 - November 1) and results are provided to the public in a timely manner.

Providing Open Burning Program public notifications by announcing the opening and closing of open burning season; and NO-BURN (Western Slope Air Watch) Program public notifications are made on a daily basis during the annual wintertime NO-BURN Period. 

 

Administering and enforcing the seasonal open burning program.

 

Maintaining an inventory of air pollution sources in Mesa County.

 

Ensuring that CFC Notice of Violations and Compliance Orders are properly prepared and issued.  

 

Required training and certification is received for: opacity observation evaluation (1-classroom/2-field sessions), and odor school (1 session).

 

Submitting monthly reports  of activities for the AQ Program using the form supplied by the State. A monthly report  for each preceding month must be submitted  to the APCD  and Environmental Health Director by the 15th  of each subsequent month. 

 

Assessing Mesa County Planning Department planned development review suspected of affecting air quality and providing comments.

 

Provide program coordinator oversight resources for the Air Quality program and acting as the EH Division’s lead person in this capacity, representing Mesa County Health Department in a positive manner, ensuring that the AQ office operations are being conducted efficiently and  effectively, cooperating with other Mesa County Divisions located at the facility, and providing the Environmental Health Director with routine operation assessments and recommendations. 

 

Provide program coordinator special project resources for the Air Quality Program by completing within assigned schedules assignments, special projects, written and oral research reports, as requested by the  Environmental Health Director.

 

Investigate air quality  and environmental health related complaints, takes appropriate actions to resolve  environmental health threats to the public, and ensures that applicable rules and regulations are complied with.  All valid written air quality complaints should be  responded to in an appropriate manner within 14 days of receipt.

 

Attend staff meetings, public meetings and hearings, formal training sessions and seminars relating to air quality or environmental health, maintains required level of knowledge of program functions, and pursues continuing education opportunities as provided for under available Division resources and as directed.

 

Provide consultation and information to state and local officials, citizens, businessmen, etc.,   through verbal or written contact, or group speaking engagements, and assists with Division educational programs.

 

Respond to: communicable disease outbreaks, public health  related disasters,  including bioterrorism, when called upon at any time to do so by the Department; and, routine environmental health emergency or  environmental spill situations during designated on-call periods, or  when called upon at any time to do so by the Department, and that an incident report is completed and submitted to the EH Director within 14 days following the incident.

 

Performs related environmental health duties as assigned by the Environmental Health Director.

 

Performs other related duties as assigned. 

 

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

Bachelor’s degree in Public Health, Environmental Health, Atmospheric Science, Meteorology, Biology, Chemistry or related field and five (5) years of experience conducting air quality monitoring activity, source inspections, enforcement, and investigations

 

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

 

 

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

 

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds.

 

The employee is frequently exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery.

 

The employee is occasionally exposed to possible bodily injury from electrical shock, falling from high places, and toxic or caustic chemicals.

 

Prefer applicants who live within Mesa County to comply with 24 hour emergency spill response rotating schedule.
