JOB SUMMARY:
This class consists of staff level professional and administrative
work supervising all aspects of Mesa County’s Solid Waste Management operations
including areas of solid waste, hazardous waste, recycling, composting and
education. Performs
professional and supervisory duties relating to the planning, directing,
organizing, implementing, and coordinating all programs and activities
associated with Solid Waste Management operations.
ESSENTIAL JOB FUNCTIONS:

incumbents.)
The
incumbent is responsible for planning, developing, and implementing the
programs and projects of the Solid Waste Management operations. Establishes goals and
objectives for division. Responsible for making changes in organizational structure,
methods, and procedures for division.
Participates in the development and implementation of
departmental policies and procedures.
Coordinates and balances activities of division with those of other
County divisions or departments, governmental agencies, or community
organizations. Maintains
awareness of federal, state, and local laws, rules and regulations pertaining
to Solid Waste Management operations.
Assigns work to subordinate supervisors who, in turn, direct the work of
their units. Issues oral and written
guidelines and approves procedures developed by subordinate supervisors. Reviews work completed by division units to
determine effectiveness in meeting goals and objectives of
division/department. Implements
change and develops or assists in development of new projects or
activities. Prepares a
variety of reports and projects as requested by the Public Works Director.
Hires, assigns, schedules, evaluates and
directs work of subordinates; trains subordinates to render effective service
to the division. Determines
training needs for subordinate supervisors. Approves and evaluates effectiveness of
training programs utilized for subordinate personnel. Appraises performance of
subordinate personnel. Reviews
performance evaluations written by subordinate supervisors and evaluates their
recommendations. Assists subordinate
employees in problematic areas.
Initiates appropriate disciplinary actions based on recommendations of
subordinate supervisors for assigned employees.
Maintains supervisory responsibility for all facilities and equipment in
use by the division; ensures that they are operating effectively and
safely. Assesses division needs to
determine necessity of capital improvements and equipment acquisition per Mesa
County policies.
Reviews
and coordinates final annual division budgets.
Elicits information from subordinate personnel
regarding needs of work units.
Presents and defends budget proposal to department head and Budget
Review Team. Administers division's
budget to ensure effective expenditure of allocated funds; authorizes purchases
of supplies, materials, and equipment.
Keeps operational records and makes required reports. Evaluates service costs and makes related
recommendations. Identifies and
recommends improvements in divisional and departmental operations to ensure
assigned functions are efficient and cost effective. Takes proper safety precautions, anticipates
unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment.
Tracks pending legislation and regulations allowing Mesa County
the opportunity of commenting upon drafts thereby “maintaining reality” within
regulatory processes.
Modify ongoing projects to insure future compliance at minimum costs.
Addresses inquiries and complaints from the public or other County
divisions or departments concerning division's programs and activities. Make presentations regarding division
activities before civic, school groups, and/or Board of County
Commissioners. Represents
the division at various governmental and professional meetings. Reviews proposed ordinances and regulations,
plans, and technical reports related to divisional activities for content,
accuracy, and feasibility.
Manage and supervise operations to achieve goals within available
resources; plan and organize workloads and staff assignments; train, motivate
and evaluate assigned staff; review progress and direct change as needed. Provide leadership and direction in the
development of short and long range plans; gather, interpret, and prepare data
for studies, reports and recommendations; coordinate division activities with
other departments and agencies as needed. Assure that responsibilities are
performed within budget; perform cost control activities; monitor revenues and
expenditures to assure sound fiscal control; prepare annual and semi-annual
budget requests; assure effective and efficient use of budgeted funds,
personnel, materials, facilities, and time.
Provide professional advice on issues to Public Works Director,
County Manager, and/or Board of County Commissioners; make presentations to
supervisors, boards, commissions, civic groups and the general public. Communicate official plans, policies and
procedures to staff and the general public. Maintain liaison with other
departments as well as state, local, and other public officials. Answer letters of inquiry and talk with
patrons; address public and civic organizations, which inform the public of
policies, procedures and the availability of facilities for public use.
Determine work procedures, prepare work schedules, and expedite
workflow; study and standardize procedures to improve efficiency and
effectiveness of operations. Develop and
implement policies, procedures and standards for efficient and effective
operation and maintenance of operations.
Assure compliance with established policies and procedures. Issue written and oral instructions; assign
duties and examine work for exactness, neatness, and conformance to policies
and procedures. Maintain harmony among
workers and resolve grievances; perform or assist subordinates in performing
duties; adjust errors and complaints.
Performs other related duties as
assigned.
MINIMUM QUALIFICATIONS REQUIRED:
Education
and Experience:
Masters
Degree in engineering, biology, chemistry, geology, business administration,
accounting, public administration or related field and five (5) years of
progressively responsible related experience.
Any
combination of education, training and experience which provides the knowledge,
skills and abilities required for the job.
Licenses
and Certifications:
Manager of Landfill Operations, Solid Waste
Association of North America (desired)
HAZOPER Certification (24/hour or 40/hour)
PHYSICAL REQUIREMENTS
AND WORKING ENVIRONMENT:
This
position requires standing, stooping, sitting, bending, twisting, and lifting
up to 10 pounds.
Work
is generally confined to a standard office environment.
The employee may be exposed to dirt,
smoke, fumes, extreme heat and cold for long duration, outside atmospheric
conditions, traffic noise, and dust for sustained periods of time.
While performing the essential
functions of this job, conditions such as fumes, noxious odors, mists, gases,
and poor ventilation that affect the respiratory system eyes, or the skin.
