Code Enforcement

What We Do


The Mesa County Code Enforcement Division ensures that Code regulated uses of land in unincorporated Mesa County comply with the Mesa County Land Development Code. Code Enforcement uses a two-pronged approach to correct a Code violation; first by working with property owners to achieve voluntary compliance and second; by pursing legal action through the court system if a violation is not corrected. The goal is to improve neighborhoods by improving aesthetic appearance, health and safety. The result fosters orderly community development and improves economic vitality.

How the Code Enforcement Process Works


When the Code Enforcement Division receives a written complaint and a case file is opened, the complaint is investigated and a determination of violation or no violation is made based on information gathered during the investigation. If a violation is confirmed, a Request for Voluntary Compliance is issued to the property owner and the occupant. Uncorrected Code violations are further addressed using health and safety concerns and a priority rating system to determine follow-up enforcement.

Case Types


Some Code Enforcement case types include setback violations, land use without permits, illegal businesses, illegal outdoor storage, animals, signs, unlicensed vehicles/junk and other issues pertinent to the Code.

How to Report a Violation


To file a complaint, print and sign the Complaint Form from one of the links below and return it to Mesa County Planning at 750 Main Street, Grand Junction, CO or by mail at P.O. Box 20,000, Grand Junction, CO 81502-5022. Please be sure to sign the Complaint Form. The Citizen Complaint Form is used for all complaints. Please be sure to sign the Complaint Form.
