FAQ's:
When are permits required?

Mesa County issues permits for ANY construction activities within the Mesa County Right of Way. Which includes all public drainage easements, rights-of-way and roads, whether gravel or paved, under the control and jurisdiction of Mesa County. Permits are also required for the transportation of vehicles or loads which exceed the legal load limit for size or weight, as defined by The Colorado Department of Transportation.

Why are permits required?

Permits are designed to assist in the facilitation of safe and proper construction activities. Liabilities to the traveling public, the contractor/carrier, owner and Mesa County are minimized through diligent adherence to the conditions of permits issued by Mesa County. Inspections are performed by the staff of Mesa County Engineering in an effort to preserve the integrity and safety of our transportation corridors. We want our roads to be safe for everyone who uses them or works in them.

How is a permit obtained?

All permits may be obtained from our office at 750 Main Street in downtown Grand Junction, Colorado. Or, call one of the numbers at the top of this page and we will be happy to mail you the appropriate form.

What specific permit is required?

For construction activities, you will need one of the following:

1. If you are going to be installing, performing maintenance on, or repairing any public or private utility located within the Mesa County Right of Way, you will need to obtain an Underground and Utility Permit. You should apply for the permit at least three working days prior to the expected start date of your project. You may be required to submit a Traffic Control Plan prepared by a certified Traffic Control Supervisor as well as a set of plans for your project. The fee for the Underground and Utility Permit is $25.00. If a road closure is requested the permit fee doubles. Please read APPLICABLE PROVISIONS before completing permit.

2. If you are going to be doing work which will impact the surface of a Mesa County Right of Way ie: landscaping, sidewalks, curb and gutter, or improving an existing driveway, you will be required to obtain a Surface Alteration Permit. Please apply for the permit at least three working days prior to starting your project. You may be required to submit plans or a Traffic Control Plan. The fee for the Surface Alteration Permit is $25.00.

3. A Driveway Permit is required for the construction of any new driveway which will access a Mesa County Right of Way. You will be required to illustrate the location of the proposed driveway on the permit form and to flag the driveway location on your property. Please allow 10-15 working days after we receive the completed permit form for processing of the permit. The fee for the Driveway Permit is $10.00.
