Require an auxiliary aid or service for effective communication?

Anyone who requires an auxiliary aid or service for effective communication may ask for a modification of policies or procedures to participate in a program, service, or activity of Mesa County. 

Mesa County will not place a surcharge to cover the cost of providing auxiliary aids/services or reasonable modifications of policy on a particular individual with a disability or any group of individuals with disabilities.

Grievance procedure

Citizen Grievance Procedure process 

  • This Grievance Procedure is established to meet the requirements of the Americans with Disabilities Act of 1990 ("ADA").
  • It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by Mesa County.
  • The County's Personnel Policy governs employment-related complaints of disability discrimination.
  • All complaints must be in writing and contain information about the alleged discrimination.
  • The complaint shall include the name, address, phone number of complainant and location, date, and description of the problem.
  • Upon request, alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities.
  • The complaint should be submitted by the grievant or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation to the Facilities Director and ADA Coordinator.

Facility Director and ADA Compliance Officer Grievance Procedure

  • Within 15 calendar days after receipt of the complaint, the Facilities Director or his/her designee will meet with the complainant to discuss the complaint and the possible resolutions.
  • Within 15 calendar days of the meeting, the Facilities Director or the designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, Braille, or audio tape.
  • The response will explain the position of Mesa County and offer options for substantive resolution of the complaint.
  • If the response of the Facilities Director or the designee does not satisfactorily resolve the issue, the complainant or his/her designee may appeal the decision to the County Administrator within 15 calendar days after receipt of the response. 

County Administrator Grievance Procedure

  • Within 15 calendar days after receipt of the appeal, the County Administrator or a designee will meet with the complainant to discuss the complaint and possible resolutions.
  • Within 15 calendar days after meeting, the County Administrator or the designee will respond in writing, and, where appropriate, a format accessible to the complainant, with a final resolution of the complaint.
  • All written complaints received by the Facilities Director or a designee, appeals to the County Administrator or a designee, and responses from these two offices will be retained by Mesa County for at least three years.

Complaints

Direct complaints that a program, service, or activity of Mesa County is not accessible to persons with disabilities should be made to the Facilities Director in accordance with Mesa County's ADA Grievance Policy.
