On Dec. 12, 2023, County Commissioners adopted a comprehensive and strategically aligned budget for the fiscal year 2024, highlighting a substantial investment in community services, infrastructure, and fiscal stability. The total budget of $261.1 million represents a 7.6% increase from the previous year, with a net county budget of $234.2 million after accounting for interfund transfers and charges.

The 2024 budget is structured around Mesa County's strategic plan, which was developed through extensive staff input and collaboration. The plan outlines key priorities and initiatives to enhance service delivery for county residents. The budget includes substantial investments in the following areas:

  • A $3.2 million increase in total compensation to attract and retain top talent and minimal changes in employee health insurance premiums.
  • Investment of $3.6 million for new finance software and funding for 14 new full-time positions across various departments to improve service delivery and operational efficiency.
  • Significant progress in community development projects like the multi-use Clifton Community Campus, the expansion of the Behavioral Health Department, and continued funding for the Japanese Beetle Eradication Program.
  • Maintaining a robust General Fund reserve of $22.5 million to safeguard against economic uncertainties.

Economic and Revenue Outlook

Despite the county's strong post-pandemic economic recovery, county officials remain cautious about the broader economic climate. Inflation and other economic factors have necessitated a conservative approach in estimating sales and use taxes, budgeted at $65.5 million for 2024. The budget also reflects a proactive approach to managing potential impacts from the state and national economic environment.

The budget encompasses investments across 30 different funds and over 31 departments and supports seven elected offices, with significant allocations to the General Fund and the Capital Improvement Program. It also includes the strategic use of federal pandemic relief funds for community-enhancing projects.

The 2024 budget underscores the County's commitment to enhancing the quality of life and ensuring the fiscal health of the community.
