By participating in the Work Ready Communities, Grand Junction and Mesa County can help identify skill gaps and quantify the skill level of their workforce. Through the use of the National Career Readiness Certificate (NCRC) Mesa County will be able to:

  • Help employers attract only qualified applicants for their open positions
  • Reduce the cost of onboarding new employees, while reducing turnover
  • Create career pathways to help inform students of growing industries
  • Identify Mesa County's skilled labor force and market that to new potential employers
  • Help shrink Mesa County's skills gaps
  • Allows Mesa County job seekers the ability to use the NCRC as a stackable credential in most industries

The National Career Readiness Certificate (NCRC): An evidence-based credential

What makes the NCRC evidence-based?

The NCRC is based on three ACT WorkKeys Assessments: Applied Math, Graphic Literacy, and Workplace Documents. Validity is calculated with different types of studies and procedures and is expressed in different terms. The two primary sources of guidance are the Uniform Guidelines on Employee Selection Procedures (1978) and the Educational and Psychological Testing (1999). ACT adheres to their guidance in developing and maintaining the assessments supporting the NCRC.

Because the NCRC meets professionally established standards for validity evidence; the NCRC ensures that employers, educators, and workforce Developers can trust these credentials to help them make better decisions.

How it works

Complimentary Job Profiling ($1,200 Value)

Job profiling links job tasks with the NCRC to pinpoint benchmarks for hiring, recruiting, advancement, and training. ACT job profiling takes a focus-group approach, using input from employees to ensure customized job analysis. The profiler meets with workers to customize the task list.

The job experts rate each task for importance to ensure the tasks are critical to the performance of the job; and will be able to determine what level the NCRC must be passed at to be successful in that specific position. Once the profile is completed, it is owned by the employer and is legally backed by ACT when using it for all future hiring requirements. Below is how the NCRC is scored.

Silver Minimum score of 4 on each of the three assessments Examinee demonstrates foundational skills associated with at least 67% of jobs in the ACT JobPro database
Bronze Minimum score of 3 on each of the three assessments Examinee demonstrates foundational skills associated with at least 16% of jobs in the ACT JobPro database
